項目選址位於海尾鎮，主要建設總規模4400畝智慧漁業產業園。園區主要使用清潔能源，以漁光互補模式建設，重點推廣應用工廠化循環水車間和標準化養殖池塘等現代化設施設備，統一建設取排水管道和尾水集中處理站，統一處理養殖尾水，統一辦理養殖許可證及排污許可證，引導企業和家庭養殖戶異地遷移入園。

The project is located in Haiwei Town, with a total scale of 4400 mu of smart fishery industrial park. The park mainly uses clean energy, and focuses on promoting and applying modern facilities and equipment such as factory circulating water workshop and standardized breeding pond in a fishery-solar hybrid project system. It also builds unified drainage pipes and centralized tail water treatment stations, carries out unified treatment of aquaculture tail water, unified processing of aquaculture permits and sewage permits, and guide enterprises and family farmers to relocate to the park.
